Policy
Over the past two years, Chinese government pays much attention to energy resources and utilizing information technology to investigate our geography resources. Among the approved many important projects, the most important are the Golden Land Project and 11th Five-year Plan.
The Golden Land Project is targeting at RMB 80 billion (appx.USD1billion) generated from the geo-information industry by 2010, which will also bring about RMB500 billion ( appx. USD62 billion ) from other related industrial sectors. This Golden Land Project will build up one complete operating system for surveying the national land resources from the Space, Land and via Internet.
In 11th Five-year Plan, Chinese government sets the target for land resources surveying, which includes the exploring and identifying the national sources from the natural resources:

From 2004, Inner Mongolia invested 28.9 billion Yuan for geological survey; 43.9 billion invested by the social sectors for geological survey, totaling in 78.4 billion. By the end of June, 2007, 23 coal mining locations have been found, adding new resources at 3254.89 billion tons. Among those resources, 126 billion tons arrived detailed surveying level, 716.85 billion tons arrived common surveying level, and 2538.04 billion tons arrived pre-surveying level.
In 2006, China mineral exploration has gained an unprecedented good momentum. The National Geological Survey has an investment of 41.6 billion Yuan, an increase of 21%. Of these total investment, oil and gas mineral exploration was invested with 30.8 billion Yuan, up 10%; Non-oil mineral exploration was invested 10.8 billion Yuan, an increase of 68%, with a higher growth rate than the global average level, reaching a new height. More than solid drilling workload of 8,000,000 meters has been conducted nationwide, surpassing the 781 meters which is the highest annual record for 1980s average.
But due to limits of the climate, environment and transport conditions, and the fact that the existing mapping technology and equipment can not meet the surveying demand, the vacancy of 1:50000 topographic map has seriously slowed the process of developing the western China region, but also seriously affected the country's sustainable development and utility of information technology to drive the implementation of the strategy of industrialization.
The government clearly stated that geographical resources are the key factors to the national economic growth, immaterial assets and social wealth. It is as important as energy and environment resources and is playing an irreplaceable role in the structure of economic and society resources.
National Project Biz
The project for 1:50000 topographic vacancy surveying map for the western China region has started from July, 2007. More than 500 engineers and 120 sets of equipment have been shipped to the western China region for a large-scale operation. By the end of August, 2007, 500,000 sq. km has been done before the icing period comes, covering more than 1,100 geographic mapping mission.
Apart from that, in June, 2007, the largest Geo-information Industry Zone was approved for the establishment in Heilongjiang Province, China by the related governmental authorities. This is the first and biggest industrial zone in China and in the world. This project proves the confidence from the Chinese Government to develop the geo-information industry from the three sectors of telecom transmission, information technology services and information content services.
